DescriptionJob Purpose:
- To support the HSSE section by monitoring, recording, and reporting HSSE issues across DHCM Communities.
- To assist in compliance audits, inspections, and reviews.
- To contribute to raising HSSE awareness among various stakeholders (staff, residents, tenants, contractors, service providers, suppliers).
- To work collaboratively with site operations to ensure a proactive and cost-effective approach to risk management and reporting.
- Reports to the Senior Manager – Health and Safety.
Key Accountabilities & Tasks:
- HSE Focal Point: Being the main point of contact for HSE in assigned locations and implementing the Health and Safety Management System.
- Monitoring and Risk Assessment: Regularly monitoring contractor activities and properties for potential risks, performing risk assessments, and preparing risk-based inspection plans.
- Inspections and Audits: Conducting regular HSE inspections and audits as per the plan, including those for service providers and contractors.
- Policy Enforcement: Enforcing health and safety policies to foster a strong safety culture.
- Fire Safety: Carrying out fire safety inspections at all NCM properties and facilities.
- Service Provider Management: Conducting and chairing regular HSE performance meetings with service providers.
- Compliance Assurance: Ensuring that all properties and infrastructure meet the highest health and safety standards and comply with statutory requirements.
- Cross-Departmental Liaison: Collaborating with other departments to ensure the HSE management system is effective and providing advice, training, and tools for HSE performance improvement.
- Supplier/Contractor HSE Monitoring: Auditing the HSE performance of suppliers and contractors against contractual agreements.
- Incident Management: Attending and investigating HSE incidents, accidents, and near misses, implementing corrective actions, maintaining records, and preparing trend analysis reports.
- Document Review and Approval: Reviewing and approving H&S documents from service providers and zones.
- Customer Complaint Management: Addressing H&S related customer complaints and maintaining a trend analysis report.
- Permit Management: Reviewing and approving general and safety permits.
- Pre-occupancy Inspections: Carrying out pre-occupancy and handover inspections.
- Immediate Action for Unsafe Conditions: Taking immediate action in case of imminent risks and communicating with relevant stakeholders.
- Training and Awareness: Identifying HSE training needs, delivering training and awareness programs to NCM staff.
- Service Provider Meetings: Arranging and conducting meetings with service providers and other Business Units as directed.
- Legal Compliance: Monitoring legal compliance in the allocated location and reporting deviations.
- Holiday Coverage: Providing H&S coverage during holidays as per a roster.
- Emergency Preparedness: Preparing emergency drill plans, tracking completion, and attending emergencies.
- ISO Compliance: Ensuring compliance with ISO requirements and conducting internal audits.
- Performance Reporting: Monitoring HSE performance, gathering data, producing statistical reports (weekly and monthly).
- Documentation: Ensuring adequate documentation of all H&S related reports with necessary approvals and regular updates.
- Other Duties: Performing any other tasks assigned by the line manager.
Qualifications, Experience, & Skills, Communications & Working Relationships:
- Education: Bachelor’s degree in engineering (Electrical, Mechanical, Civil, Chemical, HSE, etc.).
- Certifications: Lead Auditor qualifications (ISO 45001/14001) and NEBOSH International General Certificate (Diploma preferred).
- Professional Affiliation: Affiliation with local or international HSE organizations is preferred.
- Experience: Minimum 8 years overall experience in Facilities Management/Community Management (similar or large projects, communities, and large malls) in an HSE role, with at least 3 years in a senior HSE officer position.
