Job Description

The Environmental Health & Safety Technician (EHS) provides environmental, occupational health and safety management to the facility. The EHS will support the project to develop and provide comprehensive, environmental, safety and compliance programs. The duties will require coordination of safety initiatives and promotion of a culture of safety for both the staff and patients to minimize risks. The role is the key practical interface in the provision of environmental health and safety risk management with internal and external stakeholders. The EHS will utilize problem solving skills to assist in the development and implementation of safety processes and improvements. The EHS Technician will continue to read, research relevant subject matter to maintain current knowledge and competencies within the environmental, health and safety field. 

Key Responsibilities:

  • Provide monthly food service inspections in accordance with food safety industry standards or as determined by the Department of State.
  • Ensure inspections encompass a comprehensive review of facility compliance with regulatory requirements no less stringent than the U.S. Food and Drug Agency (USFDA) Food Code.
  • Review inspection findings to ensure all dining facilities meet prescribed standards, verify completion of appropriate food handler training, and assess compliance with food service workers medical requirements.
  • Promptly communicate inspection results, compliance reports, and any recommendations for improvement or remediation within three (3) business days.
  • Investigate any food-borne illness outbreaks and collaborate closely with IOM, to complete a thorough investigation.
  • Visit the affected food facility to conduct follow-up investigations, review current food preparation practices, interview affected individuals and staff, and trace patients being treated for foodborne illness.
  • Provide regular updates which in turn will be provided to the DOS CORs.
  • Complete a comprehensive final report, including recommendations and the timing of follow-on inspections at the conclusion of the investigation.
  • Ensure that all recommendations are implemented promptly to mitigate future risks and enhance food safety protocols.
  • Establish a Food Safety and Inspection Program meeting the requirements of the Food / Water / Ice provider’s delivery requirements.  
  • Verify and validate the LSS vendor’s food safety and inspection program to ensure health and safety standards are met. This includes sampling and testing fresh, frozen, and dry subsistence products, dairy, and baked goods.  
  • Inspect these products during delivery for contaminants, quality discrepancies, extraneous matters such as insect fragments or rodent hairs, and fitness for human consumption. At a minimum, the inspections shall include food condition, receipt temperature, required records such as shell stock tags and parasite destruction, food labels, original containers, and temperature control for safety.  
  • Test bottled water and packaged ice for pH, turbidity, coliform bacteria, heavy metals, free available chlorine, and total dissolved solids.  
  • Document the inspection findings on a checklist and notify the COR of any adverse findings.  
  • Must provide monthly food service inspections, also known as “restaurant inspections,” at dining facilities and concessionaires on CARE Doha, adhering to widely practiced industry standards or as determined by Department of State. This includes AAFES providers such as Pizza Hut and Green Beans.
  • Implement emergency response plans and procedures.
  • Perform medical health intelligence risk assessments. Assist with identification of the prevalent health threat levels and required mitigation measures. Monitor and provide medical intelligence on new and emerging health threats in collaboration with preventive medicine.
  • Develop, implement, and monitor the fire safety plan. Perform routine safety checks of firefighting, monitoring and alarm equipment within communal, working and domestic areas. Provide periodic training in fire safety prevention and control measures. Oversee and evaluate fire drills.  
  • Develop, organize, equip as appropriate, and execute public health education programs, including, but not limited to, health risk appraisal, tobacco use cessation, nutrition, stress management, alcohol and substance abuse prevention and control, suicide prevention, oral health, first aid, and cardiopulmonary resuscitation (CPR) tailored to meet the specific needs and demographics of the population served.
  • Provide, maintain and train users Automated External Defibrillation (AED) devices, strategically positioning these assets on the compound to ensure accessibility in case of cardiac emergencies.
  • Develop general and departmental risk assessments in conjunction with the facility health manager. Periodically review effectiveness of courses of action required.
  • Directly support departmental heads in the development of Control of Substances Hazardous to Health (COSHH) specific assessments, effective control, storage and management. 
  • Directly support departmental heads in the determination of Occupational Hygiene (OH) hazards, required controls, and additional actions required.
  • Act as the advisor for Communicable Disease (CD) management within the facility.
  • Directly support departmental heads in the investigation of accidents, incidents and near misses, and appropriate learning objectives.
  • Act as the primary advisor on matters relating to pest and vector control.
  • Act as the primary advisor on matters relating to sanitation and waste management.
  • Advise on climatic hazards and control measures.  
  • Participate in the delivery of quality and assurance activities. Support audits, management, and delivery of such activities.
  • Advise on asset procurement logistics specifications as required. • Assist in forecast and delivery of 3-month training plan.  
  • Participate in mass-casualty drills twice a year and remain available for on-call coverage.
  • Complete required organizational compliance education, including assigned requirements that are client-specified, for Joint Commission Healthcare Staffing Services certification or other regulatory bodies.

Qualifications

Required Skills and Knowledge:

  • Experience working in a similar EHS role in a clinical setting preferred.  
  • 2-3 years' work experience in environmental, health, occupational safety, or risk management. 
  • Knowledge of NSF, ANSI, AIHA and ASHRAE guides and standards. 
  • OSHA 30-hour training. 
  • Proficiency in Microsoft Office applications (Excel, PowerPoint, Word, Outlook). 

Experience Preferred: 

  • Experience on a military site, working as a government subcontractor or prime contractor is preferred. 
  • ESH Trained Paramedic preferred. 
  • Experience in food safety is preferred. 

Education Required: 

  • Associate's degree or equivalent education credentials in biological science, environmental health and safety, applied science or public health or equivalent background experience and training providing knowledge of appropriate environmental health and safety practices principles and procedures. 
  • Obtain provided American Heart Association Basic Life Support (BLS) certification. 

Physical Requirements: 

  • Work is normally performed in a typical interior/office work environment.
  • Work involves sitting and standing for prolonged periods of time. 

Other Special Qualifications:

  • Must be able to read, write and speak English to effectively communicate.
  •  Must be capable of working in extreme weather conditions with temperatures exceeding 120 degrees Fahrenheit Indoor and/or outdoor environment with very adverse and harsh conditions. 
  • Employee use of personal protective equipment (PPE) is required for some situations. PPE includes, but is not limited to: Head, foot, torso, respiratory, vision, and hearing protective devices. Must comply with all on post Safety Regulations and policies.
  • This position is unaccompanied.  
  • Ability to obtain a base security clearance is required. 
  • Must be able to relocate to Qatar for the duration of the contract.
  • A valid passport in Country of Record is required and must be in your possession prior to relocation. You must maintain a current passport during your stay in Qatar.
