Description
  • The Fire & Safety Officer is responsible for safeguarding people and property in occupied buildings, facilities, and grounds of NMC Specialty Hospital.


Responsibilities
  • Identifies potential safety or fire hazards; takes action or makes recommendations to eliminate hazard. 
  • Assures that fire extinguishers, smoke detectors, fire alarms, sprinkler system and fire hydrants are in operating condition; conducts fire drills and participates in fire prevention programs.
  • Conducts or participates in employee safety and accident prevention programs.
  • Supervise the security rounds in order to protect the buildings and grounds against trespassing, theft, and vandalism.
  • Apprehends persons suspected of theft, vandalism, or trespassing; contacts police and detains suspect until police arrive.
  • Responds to all fire alarms; determines whether a fire exists; attempts to extinguish fire and contacts fire department. 
  • Writes incident and accident reports and maintains a record of activities. 
  • Performs related work as assigned. 
  • Assures safety coverage for an assigned shift by scheduling assignments and overseeing the work In-House security personnel.
  • Provides training and explains work instructions to subordinate Fire and Safety Officers. 
  • Plans, develops and conducts employee safety, fire prevention and accident prevention programs. 
  • Regularly performs safety and security activities recognized as the most complex and difficult.
  • Actively participate in JCI accreditation project.
  • Responsible to be familiarize, comply and implement the OSHAD-SF& NMCSH Al Ain Internal OSHMS policies and procedures/SOP’s relevant to their department.
  • Staff should notify/report all OSHMS hazards, incidents, accidents and near misses within the premises of NMCSH Al Ain to their supervisor or department OSH Facilitator as per the incident reporting protocol of NMCSH Al Ain. 
  • Staff are responsible to assist with the preparation of departmental risk assessment activities and implement the control measure within the timeframe.  
  • Staff are responsible to attend applicable department OSHMS training.
  • Staff are not allowed to tamper or misuse any NMCSH Al Ain equipment’s and its property.
  • Comply with all OSH instructions, safe working procedures and signages within the premises of NMCSH-Al Ain. 
  • Be familiar with emergency and evacuation procedure. 
  • Not willfully or recklessly endanger anyone's health and safety.
  • Make proper use of all machinery, tools, substances, etc., safety systems and of all Personal Protective Equipment provided for use at work. 
  • Participate in required OSH inspection, audit and OSH monitoring programs.
  • Reports to the EHSMS Dept./Quality and have the immediate control of the workplace in the event of any emergencies/incidents/accidents.
  • Maintain and conduct periodic checks & tests of all safety equipment such as firefighting, emergency equipment and the fire system, signages and plans.
  • Ensuring FMS staff are adequately trained to perform their work safely e.g. OSHMS induction, safe work practices, risk assessments, specialized safety training (Specific Trainings);
  • Ensure regular workplace OSH inspections are conducted;
  • Ensure appropriate hazard identification and risk assessment activities are recorded and maintained for all OSH/ EHS activities and events;
  • Ensures that all contractors working in NMCSH Al Ain primases have undergone OSHMS induction before commencing the work. Coordinate & supervise all contractors and vendor’s activities.
  • Inspects Contractor work activities during any renovation and construction activities.
  • Conduct Joint OSH risk assessment with contractor and communicate to the relevant party.
  • Maintain an implement the management of contractors related to OSHAD-SF requirements.
  • Ensure that annually OSH Competency Assessment is conducted for all departmental staff, by evaluating the skills of staff. An action plan and competency records shall be maintained by as per the ADM-EHS-P014-12 OSH competency procedure.
  • Oversee and direct the planning, coordination, development, implementation, monitoring of implementation and compliance of and with NMCSH OSHMS.
  • Evaluate and assess the existing conditions, operations, and practices at NMCSH to determine the impact of and general compliance with OSH.
  • Perform risk assessments to identify and generate improvement opportunities and need for process changes to comply with OSH.
  • Propose and review OSH program budget, resources, staffing plan, program and staff objectives, action plans, monitoring and reporting, and timelines.
  • Review quarterly OSH reports, OSH incident reports and annual independent external NMCSH OSH are sent to DOH as per DOH OSHMS Monitoring and reporting requirements.
  • Review and approve the internal audits/inspection plan of OSH and an independent external audit on an annual basis. Audit report/result are reviewed and approved.
  • Review the OSH performance and analysis the action plan/root cause if required. Authorize the change before implementation and/or startup. Authorization will be documented in the minute of meeting.
  • Report to Senior Management the status and progress of the development, implementation, monitoring and compliance on NMCSH OSH requirements a least once per year
  • Membership will consist of permanent members who are required to attend all meetings.
  • Reports to be submitted to OSHMS Committee comprising all OSHMS/EHSMS issues and matter.
  • If OSHMS Committee assigns additional roles and responsibilities, then it will be fulfilled.
  • Ensure as soon as practicable following the occurrences, shall collect the statements of witnesses and other relevant to the occurrence. 
  • Maintain a timeline of events, Include dates and names on initial report, initial and subsequent contact details, meeting /conference calls, and decisions pertaining to the incident.
  • Instructs others if conducting case finding or active/enhanced surveillance.
  • Ensure an initial written report of the incident is submitted to Team Leader within assigned timeframe by the Team leader. 
  • Carryout case investigation activities as delegated by the Team Leader.
  • Provide daily status report of outstanding and completed investigations to the Team Leader.
  • Complete OSH investigation and reporting forms
  • Ensure to comply with roles and responsibility defined NMCSH 013.ADM-EHS- P006-12 HAZARD, NEAR MISS AND INCIDENT REPORTING POLICY
  • Ensure internal audit is effective to improve its OSH performance. 
  • Ensure to conduct OSHMS internal audit as per OSHAD-SF/NMCSH Al Ain requirements.
  • Adhere to information systems policies and procedures as required by Health Care Organization.
  • Follow security and privacy policies and procedures to the use of networks, including intranet and Internet.
  • Follow confidentiality and security measures to protect electronic health information.
  • Maintain data integrity and validity within an information system.
  • Report any possible breaches of confidentiality in accordance with organizational policies.
  • Apply departmental and organizational data and information system security policies
  • Use basic word processing, spreadsheet and desktop presentation applications as applicable to your work.
  • Demonstrate proficiency in Windows operating environment.
  • Demonstrate use of email, addressing, forwarding, attachments, netiquette.
  • Knowledge of infection prevention and control policies and procedures of NMCSH Al Ain in the area of duties and responsibilities.
  • Ability to assesses infection control practices, reviews result and implements necessary improvements to ensure best practice is achieved.
  • Assist PCI regarding hospital wide surveillance and reporting of monthly data, infection rates, quality indicators
  • Ability to provide infection prevention advice to staff and notifying infection control practitioner of any reportable incident.
  • Ability to ensure compliance with JCI, JAWDA and Quality management system requirements.
  • Maintaining relevant documentation, PCI records and departmental data pertaining to infection prevention in their respective area of duties.
  • Provide feedback to PCI after identifying gaps and thereby contribute to reviewing existing policies and standard operating procedures.
  • Identifies real or potential problems/improvement opportunities, including desirable approaches toward resolving them.
  • Ability to determine and assess the effectiveness of infection prevention practices.
  • Report PCI related incidents and complaints in the incident management system. 
  • Engaging in infection control improvement activities by supporting PCI in conducting data analysis to help detect unusual or unexpected outcomes/outbreaks.
  • Promote and monitor appropriate basic infection prevention protocols on hand hygiene, waste management, PPE, standard precaution in the department.
  • Promote and monitor appropriate infection prevention protocols on food safety.
  • Promote and monitor appropriate infection prevention protocols on environmental hygiene and cleanliness in the department.
  • Promote and monitor appropriate infection prevention protocols online.           
  • Establish an understanding of engineering and work practices controls as required.
  • Promote the use of best practice, evidence based care to facilitate a safe clinical environment in the department.
  • Assess and monitor processes to ensure feedback is used in decision making and continuous quality improvement.
  • Ensure infection control is considered in risk assessments for new areas, renovation projects or prior to purchase of new equipment in the department.
  • Recognize and escalate infection prevention risks in the department as appropriate. 
  • Promote and monitor appropriate infection prevention protocols on immunization and employee health in the department.
  • Manages availability of sterilized instruments and items in the department or unit.
  • Ensures availability of hand hygiene solution, wipes and disinfectants.
  • Ensure that relevant policies, recording documents and health authority instructions are readily available for the staff.
  • Encourage staff participation during infection prevention campaigns and activities.
  • Demonstrates the ability to effectively articulate and emphasize the important components of an infection prevention and control program.
  • Ability to provide appropriate training and orientation regarding infection control to all staff.
  • Engage staff and personnel through effective interpersonal and well-developed verbal and written communication


Qualifications
  • Educational level -  acquired through completion of related course.
  • Experience – At least two years of experience in a public safety occupation preferred.
  • Excellent command of oral and written English. Knowledge in Arabic is desirable.
  • Knowledge of state laws related to the safety of people and property. 
  • Knowledge of the principles of safety, accident, and fire prevention.
  • Knowledge of first aid methods and techniques. 
  • Knowledge of departmental policies, procedures, rules and regulations related to the safety and security of people and property.
  • Ability to maintain composure and respond properly during emergencies. 
  • Ability to learn and apply written laws, rules, and regulations related to the work. 
  • Ability to train, guide and evaluate the work of other Fire and Safety Officers.
  • Ability to determine work priorities and allocate work to other Fire and Safety Officers. 
  • Ability to work independently.
  • Ability to plan, develop and conduct employee safety, fire prevention and accident prevention programs.
