HSE Engineer (Omani - عماني)

Job Qualifications and Experience:
Minimum Qualifications (Educational Qualifications, Trainings or Certifications):
Bachelor’s degree in health, Safety or any other related field, NEBOSH General Certificate/Diploma or equivalent, Certificate internal auditor and or Lead Auditor ISO 45001.

Professional Experience:
Bachelors with +3 years of experience or master’s with +2 years of experience as HSE Engineer.

Key Responsibilities, Accountabilities and Result Areas

• Engage all stakeholders and employees as part of reviewing workplace circumstances and current management arrangements.
  Lead the Risk Management Reviews, Emergency Planning, Incident Investigations, Committee meetings and forums, Project / Development Site Tours / Visits and Special Workforce Meetings
  Periodic HSE performance evaluation
  Develop and implement a comprehensive HSE strategy that aligns with the project's objectives and requirements.
  Lead the HSE team, ensuring they have adequate resources, training, and support to fulfill their roles effectively.
  Liaise with senior management, clients, and external regulatory bodies to ensure compliance with all relevant legal requirements and NWS specifications.
  Champion the implementation and maintenance of integrated management systems, particularly ISO 45001:2018, ISO 14001:2015, ISO 9001:2015 & ISO 39001:2012.
  Conduct thorough risk assessments and ensure that all potential hazards are identified, evaluated, and mitigated effectively.
  Oversee the development, implementation, and maintenance of the approved HSE plan, including emergency response management plans and other safety protocols.
  Develop and monitor HSE performance metrics, ensuring they align with the project goals and drive continuous improvement.
  Report on HSE performance, challenges, and improvement initiatives to senior management, providing clear and actionable insights.
  Foster a culture of safety, health, and environmental responsibility across the project, encouraging proactive HSE behaviors.
  Engage with all stakeholders, including employees, contractors, and community members, to promote HSE awareness, compliance, and collaboration.
  Lead continual improvement initiatives based on audit results, incident investigations, feedback mechanisms, and evolving best practices.
  Regularly update and refine the HSE strategy, best practices, and plans to align with changing regulations, standards, project requirements, and stakeholder expectations.
  Provide technical support and guidance to the project team on all HSE matters, ensuring adherence to policies, procedures, and industry standards.
  Develop, maintain, and regularly update HSE documentation, including policies, procedures, risk assessments, and reports.
  Develop and deliver comprehensive HSE training programs to enhance the competence and safety awareness of all personnel.
  Promote awareness and understanding of HSE policies, risk control measures, and safe work practices among the workforces.
  Conduct regular HSE inspections, audits, and walkdowns to ensure compliance with the HSE plan, client specifications, and regulatory requirements.
  Identify areas for improvement, recommend corrective actions, and follow up to ensure their effective implementation.
  Lead investigations into HSE incidents, near-misses, and safety violations, ensuring root causes are identified and preventive measures are implemented.
  Ensure accurate reporting, documentation, and communication of incidents, findings, and corrective actions.
  Oversee environmental management aspects of the project, ensuring compliance with ISO 14001:2015 and implementation of environmental protection measures.
  Implement and monitor waste management, sustainability initiatives, and other environmental controls to minimize the project's environmental impact.
  Monitor health and safety risks, implementing measures to control and minimize HSE hazards, and ensuring continuous improvement in project safety performance and the minimization of workplace hazards.
