Position Brief
The HSE Engineer is responsible to monitor and inspect Framework Contractors work activities to improve the Health and Safety performance of the Department and ensure compliance with Client H&S policies, procedures and reporting systems
Functional Responsibilities
- Carry out planned and unplanned inspections of Framework Contractors work activities, Labor Camps etc. to ensure the Framework Contractors compliance with all contractual obligations related to HSE.
- Ensure timely closure of HSE non-conformities by the Framework Contractor in line with inspection/audit reports.
- Review & analyse H&S plans from Framework Contractors and ensure compliance with QCS 2014 and any future amendments.
- Support DNO&M internal audits and conduct Second Party (BAU) Audits (Framework Contractors Audits)
- Review the HSE Weekly / Monthly Reports and Contractors Key Personnel CVs).
- Monitor Framework contractor performance in terms of HSE and provide reports to the contracts team to ensure safe working practice.
- Review Framework Contractors KPIs related to HSE component for invoicing
- Coordinate with relevant engineers, contractor and other relevant departments with respect to HSE Activities.
- Prepare and submit monthly H&S reports on DNO&M and Framework Contractor H&S performance for assigned Catchment Zone.
- Ensure teams compliance with new business processes, (including but not limited to those associated with EDAMS/EAMS, Frameworks), ensure redundant/ duplicate activities in his assigned area are discontinued and provide recommendations for improvement.
- Liaise with the other teams in Control and Technical Follow up Section to ensure alignment of systems and working practices
- Monitor issue of permits (entry, confined space, shutdown, etc.) as per DNO&Ms permits procedure
- Conduct/attend monthly HSE meetings with the Contractor to discuss on HSE matters and sort out any existing or anticipating issues.
- Ensure adherence to Health and Safety Policy and Procedures and comply with any new work instructions
Qualification:
- Minimum Bachelors Degree in Engineering
- Education qualification obtained from North America, West Europe, Australia
- Holder of Diploma in NEBOSH, OSHA or equivalent
- Holder of certificate in Confined Space Entry, Working at Height, First Aid and Hazard Assessment as a minimum
- Holder of current/valid Qatar Driving License
Experience:
- Minimum of 10 years experience preferably working in water/ wastewater industry including five years in a H&S management position and leading a team
- Experience of working in a multidisciplinary Organisation preferably in the Middle East
- In depth knowledge of Health and Safety regulations, policies and procedures
- Experience of working in a multidisciplinary Organisation preferably in the Middle East
- Knowledge of management systems and ISO accreditation
- Competent in Microsoft Office Packages
- Ability to deliver and support change
- Knowledge of Quality, Health and Safety, and Environment policies, procedures and regulations.
- Ability to influence and engage stakeholders and staff at all levels within the Organisation
- Ability to communicate verbally and in writing in English is mandatory.
- Ability to communicate verbally and in writing in Arabic is preferred
