Context

We are seeking a dedicated HSE Engineer to support site delivery for a major project in Dammam. Embedded within the client environment and working closely with contractors, you will drive health, safety, and environmental compliance, ensure governance to client and regulatory standards, and foster a proactive safety culture across construction activities.

Missions/Main Duties

Operating as part of the client’s team at site, you will deliver robust HSE oversight, assurance, and coaching to ensure safe, compliant progress on schedule-critical works.

  • Implement and enforce the client’s HSE Management System (HSEMS), aligning contractor HSE plans, method statements, and risk assessments (RAMS) to project standards and Saudi regulations.
  • Lead daily site inspections, safety walks, and audits for civil and track activities (earthworks, structures, ballast/ballastless track, welding, stressing, rail installation, plant operations), issuing clear findings and tracking close-out.
  • Facilitate and participate in risk assessments, job hazard analyses, permit-to-work, and lifting/critical activity reviews; verify competency of personnel and certification of equipment.
  • Monitor contractor compliance with emergency response plans, incident reporting, investigation, and corrective/preventive actions; ensure timely lessons-learned dissemination.
  • Drive HSE culture through toolbox talks, inductions, focused training, and behavioral safety programs; mentor supervisors and frontline crews on safe systems of work.
  • Review and approve HSE documentation (method statements, EHS plans, environmental plans, waste management plans) and verify implementation in the field.
  • Assure traffic management, temporary works safety, work-at-height, confined space entry, hot works, electrical safety, and interface safety with systems/testing teams.
  • Coordinate occupational health, welfare, and environmental compliance (dust, noise, vibration, waste, spill prevention), ensuring monitoring and mitigation measures are in place.
  • Track HSE performance via KPIs and dashboards; compile daily/weekly/monthly HSE reports for client leadership; support audits, gate reviews, and readiness assessments.
  • Support incident investigations using root cause analysis methodologies; provide evidence-based recommendations and monitor effectiveness of controls.
  • Interface with authorities and ensure adherence to Saudi regulations, client requirements, and relevant standards; contribute to continuous improvement and best-practice adoption.

Profile/Skills

  • Saudi national (KSA citizen) with strong command of Arabic and English.
  • Bachelor’s degree in Occupational Health & Safety, Environmental Science, Engineering, or related field.
  • Minimum 8 years of HSE experience on major infrastructure projects, ideally rail/metro or large linear transport works within Saudi Arabia.
  • Demonstrated experience in a client-side or PMC environment overseeing contractors on multi-package programs.
  • In-depth knowledge of KSA HSE regulations, permitting, and authority requirements; familiarity with international standards (ISO 45001, ISO 14001, NFPA/OSHA/EN where applicable).
  • Proven capability in audits/inspections, incident investigation (RCA), risk assessment, and development/implementation of HSE plans.
  • NEBOSH International General Certificate (IGC) or equivalent; higher-level qualifications (NEBOSH Diploma, ASP/CSP, GradIOSH/CMIOSH) are advantageous.
  • Visible safety leadership with a coaching mindset and the ability to influence contractors and stakeholders.
  • Strong analytical skills, attention to detail, and disciplined follow-through on corrective actions.
  • Resilience and situational awareness in high-activity, schedule-driven environments.
