Job Title: HSE Manager
Location: Qatar
Department: Health, Safety & Environment
Reports To: General Manager / Project Director

Job Purpose

The HSE Manager is responsible for developing, implementing, and managing the company’s Health, Safety, and Environmental management systems, ensuring compliance with legal regulations, industry standards, and client requirements. This role requires strong leadership, deep technical knowledge of HSE practices, and the ability to promote a proactive safety culture across all levels of the organization.

Key Responsibilities

  1. HSE Policy & Strategy

    • Develop, implement, and continuously improve the company’s HSE policies and procedures.

    • Ensure compliance with local, national, and international health, safety, and environmental regulations.

    • Establish and monitor HSE objectives, targets, and performance indicators.

  2. Risk Management & Compliance

    • Conduct risk assessments, hazard identification, and safety inspections.

    • Ensure that corrective actions are taken promptly to address non-conformities.

    • Coordinate with regulatory bodies for inspections, reporting, and compliance audits.

  3. Training & Awareness

    • Develop and deliver HSE training programs for employees and contractors.

    • Promote a positive safety culture through awareness campaigns and toolbox talks.

    • Ensure all personnel are competent to perform their work safely.

  4. Incident Management

    • Lead investigations into accidents, incidents, and near-misses.

    • Prepare detailed incident reports and recommend preventive measures.

    • Maintain incident logs and statistics for management review.

  5. Environmental Management

    • Implement and monitor environmental protection programs.

    • Ensure compliance with waste management, pollution control, and sustainability requirements.

    • Promote energy conservation and eco-friendly practices.

  6. Reporting & Documentation

    • Maintain accurate HSE documentation, including policies, procedures, and compliance records.

    • Prepare and submit regular HSE performance reports to management.

Qualifications & Experience

  • Education: Bachelor’s degree in Occupational Health & Safety, Environmental Science, Engineering, or related field.

  • Certifications: NEBOSH Certification (Mandatory); IOSH, OSHA, or equivalent certifications preferred.

  • Experience: Minimum of 8–12 years of relevant HSE management experience, preferably in construction, oil & gas, or industrial sectors.

  • Technical Skills:

    • Strong knowledge of HSE regulations, ISO standards (ISO 45001, ISO 14001), and industry best practices.

    • Proficiency in risk assessment and incident investigation methodologies.

    • Ability to implement safety management systems effectively.
