Purpose of the Role

To lead, manage, and oversee all Health, Safety, and Environmental (HSE) functions on marine and heavy civil construction projects. The HSE Manager ensures compliance with international safety standards, promotes a culture of safety across all project phases, and implements proactive measures to mitigate risks. This role is critical in safeguarding personnel, equipment, and the environment while supporting operational efficiency and regulatory adherence.

Areas of Expertise

- HSE management in marine and heavy civil construction

- Risk assessment, hazard identification, and incident investigation

- Marine construction activities: dredging, piling, marine concrete, offshore works, diving operations, and heavy lifting

 - Regulatory compliance (OSHA, ISO 45001 & ISO 14001 guidelines)

- Emergency preparedness and response planning for marine works

 - Environmental protection in coastal and offshore projects

 - Contractor and subcontractor HSE performance management

Preferred Experience

 - HSE management experience in marine, offshore, or heavy civil construction projects

- Previous involvement in marine operations (dredging, piling, heavy lifting, diving, offshore structures)

 - Track record of managing HSE compliance on large-scale projects

- Experience in incident investigation techniques

- Certification in NEBOSH IGC, IOSH, OSHA, or equivalent HSE qualification

 - ISO 45001 / 14001 Lead Auditor certification preferred.

- Experience working in multinational and multicultural environments, preferably offshore/coastal

 - Excellent communication and interpersonal skills for engaging diverse workforces

 - Analytical and problem-solving skills for incident root cause analysis

- Proficiency in HSE management systems, reporting tools, and auditing techniques

 - Capable of delivering effective training, toolbox talks, and awareness campaigns

Key Accountabilities

 - Develop, implement, and maintain project-specific HSE Management Plans aligned with company and client requirements

- Ensure compliance with international standards, local regulations, and client specifications

 - Lead risk assessments, method statement reviews, and permit-to-work systems

- Monitor site HSE performance through inspections, audits, and reporting 

- Investigate incidents, accidents, and near misses; implement corrective and preventive measures

 - Lead emergency drills and response plans for marine operations.

 - Provide HSE training, inductions, and awareness sessions to employees and subcontractors

- Act as the primary interface with clients, consultultants and regulatory bodies on HSE matters
