We are seeking a highly skilled HSE Officer to manage the Health, Safety, and Environmental systems for a large solar park construction project in the UAE. Operating under a schedule of rates contract, the successful candidate will play a pivotal role in ensuring compliance with health and safety regulations and fostering a safe working environment.

Key Responsibilities:

  • Develop, implement, and monitor the client’s HSE policies and procedures tailored to the solar park project.

  • Formulate HSE plans, procedures, action plans, and programs in consultation with the Project Manager and HSE Lead.

  • Ensure compliance with project-specific HSE codes and standards.

  • Conduct regular HSE trainings as per the training matrix and deliver effective toolbox talks (TBT) with the site in charge before work commencement.

  • Prepare and issue HSE information and guidelines as required.

  • Provide safety instructions and information to employees to ensure safe work practices.

  • Participate in HSE-related meetings, take minutes, and follow up on actions.

  • Conduct regular workplace HSE audits and inspections, covering all aspects of health and safety.

  • Identify safety non-compliance issues, notify the Project Manager and HSE Lead, document the non-compliance, and recommend corrective actions with timelines.

  • Monitor safe work conditions and adopt proactive risk identification and mitigation strategies.

  • Collaborate with Engineers or the engineering team to prepare safety documentation, including risk assessments, HSE audits, safety walkthrough reports, and incident reports.

  • Foster a safe work environment and take ownership of safety initiatives.

  • Discuss current HSE concerns and learning points during Safety Committee Meetings.

  • Consult with the group safety head and other leaders to ensure alignment with company safety policies and protocols.

  • Investigate all incidents and accidents, preparing reports in line with standard procedures, and share them with the Project Manager and HSE Lead.

  • Maintain a detailed record of observations, near misses, LTIs, and other safety incidents, ensuring proper documentation.

  • Conduct regular emergency drills to promote awareness and preparedness among employees



Requirements

Qualifications/Skills/Experience:

Mandatory (Entry Level):

  • Degree in Occupational Health and Safety from an accredited academic institution.

  • NEBOSH Certification.

  • Proficiency in Microsoft Office tools and software relevant to job functions.

  • In-depth understanding of relevant ISO standards and reporting techniques.

Preferred:

  • Certification in Behavioral Safety Management.

  • Working knowledge of project management methodologies, techniques, and concepts.

Experience (Work Related):

  • Minimum (2-3) years of experience managing construction projects with HSE responsibilities, including oil and gas maintenance projects.

  • Experience in the Middle East and the solar sector is highly desirable.
