Description

Duties and responsibilities

  1. Implement QHSES regulatory and legal compliance requirements (e.g. OSHAD, ADCD, EAD, ADM, etc)
  2. Implement & maintain regulatory and professional memberships and registrations (e.g. OSHADs SRA etc)
  3. Implement legislative NOCs and permits related to QHSES (e.g. from EAD, ADM, etc) 
  4. Implement and maintain QHSES legal register; 
  5. Implement QHSES management system deliverables, process and operational controls; 
  6. Implement the QHSES Risk Management Process; 
  7. Implement and maintain QHSES training & competencies requirements (in-house and/or 3rd party);
  8. Conduct QHSES inspections and compliance monitoring programmes;
  9. Provide support for QHSES audits, certifications and accreditation programmes (internal, external, 3rd party);
  10. Implement QHSES meetings inputs and outputs (with internal, external or 3rd party participation);
  11. Maintain QHSES communication & consultation (internal & external);
  12. Perform QHSES incidents investigations, root cause analysis, corrective actions and lessons learnt;
  13. Implement and maintain QHSES disciplinary actions procedures & QHSES incentives schemes; 
  14. Implement and maintain emergency preparedness & response programmes; 
  15. Implement and maintain fire safety inspection & governance programmes; 
  16. Implement and maintain first aid and medical/health coverage requirements;
  17. Provide necessary support to HR & Administration in pre and post-employment medical screening programme;
  18. Maintain liaising with local authorities on relevant trainings & drills (e.g. civil defense, Jahizya trainings etc) 
  19. Maintain equipment calibration, testing and verification (internal and external/3rd party);
  20. Support public health programmes (e.g. waste management, pest control, sanitization etc) 
  21. Implement and maintain QHSES reports and recordkeeping, dashboards and ERPs;
  22. Implement and maintain QHSES KPIs and SLAs; including benchmarking and continual improvement programmes and plans;
  23. Support to Supply Chain in QHSES aspects of procurement process; 
  24. Enforce PPE standards across the board; 
  25. Implement and maintain Estidama compliance programmes where and as applicable; 
  26. Support in business continuity plan where and as applicable; 
  27. Research & development within scope of work where and as applicable; 
  28. Stop work in case of unsafe act/condition, allow work to resume only after adequate rectifications; 
  29. Other duties and responsibilities when requested by HSE Supervisor/QHSES Manager/HOD QHSES; 

 

Accountabilities

  1. Report deviations and non-compliances to HSE Supervisor and QHSES Manager, and advise on the course of actions to be taken;
  2. Escalate to HSE Supervisor and QHSES Manager if the deviations and non-compliances are not resolved in timely manner;
  3. Enforcing Legal & regulatory compliance, advising ICCC, Al Qana Team, HSE Supervisor and QHSES Manager on major non-compliance; 
  4. Demonstrate continual improvements via visible measures and performance monitoring tools (e.g. Strategic QHSES KPIs etc);

Subordinates’ performance review and HR appraisals (subject to final approval by HOD QHSES)
