The HSE Officer ensures full
compliance with health, safety, and environmental regulations during offshore
shutdown projects. This role involves risk mitigation, safety audits, and
emergency response coordination to protect personnel, assets, and the
environment.
Key Responsibilities:
1. HSE Compliance & Risk Management:
o Enforce QatarEnergy (QP), Shell, and
international HSE standards (OSHA, ISO 45001/14001).
o Conduct risk assessments (JSA, HAZID,
HAZOP) and implement control measures.
o Monitor PTW (Permit to Work), LOTO,
and confined space entry systems.
2. Safety Inspections & Audits:
o Perform daily safety walks, toolbox
talks, and equipment inspections.
o Ensure scaffolding, lifting, and hot
work meet safety requirements.
o Audit subcontractors for HSE compliance.
3. Incident Management:
o Investigate near-misses, incidents,
and accidents (root cause analysis).
o Maintain HSE statistics and reports for
management review.
4. Emergency Preparedness:
o Coordinate drills (fire, man
overboard, H2S emergencies).
o Verify PPE, gas detectors, and
first-aid supplies are available.
5. Training & Awareness:
o Deliver HSE inductions for
new personnel.
o Train teams on emergency response,
hazardous materials, and STOP cards.
· Education: Degree/Diploma in HSE,
Engineering, or Environmental Science.
· Certifications
(Mandatory):
o NEBOSH IGC/IOSH or equivalent.
o BOSIET/HUET, OPITO H2S/BA, T-BOSIET.
o Certified OSHA 30-Hour or IADC Rig Pass.
· Experience:
o 5+ years in offshore oil & gas HSE,
with 3+ years in shutdown projects.
o Familiarity with QatarEnergy (QP) HSE
procedures.
· Skills:
o Proficient in HSE reporting tools
(SAP, Intelex).
o Strong knowledge of behavioral safety
programs (STOP, TRA).
