We are seeking an experienced HSE Officer to provide independent health, safety, and environmental oversight services for scrap metal and PV module handling within a utility-scale solar project in Dubai.

Location: Dubai, UAE
Contract Duration: 12 Months (Extendable)
Work Schedule: 10 Hours per Day | 6 Days per Week
Shift Pattern: Standard Day Shift with Flexibility for Nights, Weekends & Public Holidays
Reporting To: Company Project Representative / Oversight Committee
Project Overview

We are seeking an experienced HSE professional to provide third-party HSE oversight and monitoring services for scrap metal and PV module handling and sales activities within a utility-scale solar project in Dubai.

This role is critical to ensuring full compliance with Company HSE standards, UAE regulations, and international best practices across all material handling operations.

Role Purpose

The HSE Officer will be responsible for monitoring and enforcing health, safety, and environmental compliance across all scrap metal and PV module handling activities.

This position acts as the primary HSE focal point on site, ensuring safe execution of operations, proactive risk mitigation, and strict adherence to Company and regulatory requirements.

Core Responsibilities

HSE Oversight & Compliance
  • Monitor all scrap metal and PV module handling activities to ensure HSE compliance

  • Verify adherence to Company HSSE procedures and UAE regulations

  • Conduct daily site safety inspections and audits

  • Ensure safe operations at weighbridges and material loading/unloading areas

  • Identify hazards and ensure proper implementation of control measures

Risk Management & Prevention
  • Perform risk assessments and Job Safety Analyses (JSA)

  • Support development and review of Method Statements and HSE Plans

  • Ensure proper use of PPE and enforcement of site safety rules

  • Monitor high-risk activities and ensure compliance with Permit-to-Work systems

  • Investigate incidents, near misses, and unsafe acts

Reporting & Documentation
  • Prepare daily HSE reports and observations

  • Maintain incident logs and corrective action tracking

  • Support monthly HSE performance reporting

  • Ensure proper documentation and audit trail integrity

  • Provide HSE summaries to Company Representative

Training & Awareness
  • Conduct toolbox talks and safety briefings

  • Promote safety culture and behavioral safety practices

  • Support HSE inductions for personnel and contractors

  • Provide guidance on environmental protection measures

Required Experience & Profile

Essential Qualifications
  • Minimum 5 years site HSE experience in large industrial or infrastructure projects (Yards, Metal, Power, Energy industries. Solar would be plus)

  • Strong knowledge of UAE HSE regulations

  • Proven incident reporting and investigation experience

  • NEBOSH (IGC or equivalent)

  • Proficiency in Microsoft Office and experience with digital HSE reporting systems

  • Strong documentation and compliance management skills

Language Requirements
  • English: Fluent (Mandatory)
