The HSE Specialist supports the effective implementation, monitoring, and continual improvement of Health, Safety, and Environmental (HSE) requirements for NTI projects, facilities, and operations. The role provides technical and operational HSE support to project teams and facilities, ensuring compliance with applicable legal, regulatory, client, and KAUST requirements. The HSE Specialist works under the direction of the HSE Manager and plays a key role in executing HSE strategies, conducting inspections and audits, supporting environmental compliance, maintaining management systems, and fostering a strong safety culture

Major Accountabilities |
|
Support, Advise, and Operational HSE Delivery Support and advise project teams, field staff, contractors, and service providers by providing competent and timely HSE guidance on hazard identification, risk assessment, mitigation measures, and safe systems of work. The role supports the HSE Manager in implementing approved HSE strategies, procedures, plans, and programs across marine, terrestrial, and facility-based operations, while actively fostering and promoting a positive HSE culture. Risk Assessment Participate in hazard identification and risk assessment activities for both short- and long-term projects, supporting the development, review, and implementation of project-specific HSE plans, risk assessments (RA), and method statements (RAMS). Implementation, Monitoring, and Reporting Monitor the implementation of approved HSE strategy, procedures, standards, and controls across projects and facilities and support the collection, compilation, and reporting of HSE performance data, inspection findings, incidents, and corrective actions to the HSE Manager. Inspections and Audits Conduct routine and ad-hoc HSE inspections of project sites, facilities, equipment, and work activities to identify unsafe acts, unsafe conditions, and environmental risks. Support internal HSE audits and compliance reviews against KAUST requirements, applicable legal obligations, and management system standards (e.g., ISO 45001, ISO 14001). Environmental Compliance Support the identification, monitoring, and management of environmental aspects and impacts associated with NTI projects and facilities and assist in ensuring compliance with relevant environmental obligations. Marine, Facilities & Project Safety Carrie out HSE inspections of facilities, vessels, marine equipment & machinery, first aid and AEDs, laboratories and project’s work areas to confirm fitness for purpose and compliance with HSE requirements. Incident, Near-Miss, and Non-Conformance Management Participate in the investigation of accidents, incidents, near-misses, environmental events, and non-conformances, support root cause analysis, and assist in the development and tracking of corrective and preventive actions. Training, Awareness, and Competence Support the development and delivery of HSE inductions, toolbox talks, and role-specific training for project and facility personnel, monitor HSE training compliance, maintain records, promote HSE awareness initiatives and campaigns in collaboration with line management and HSE colleagues. Emergency Preparedness and First Aid Support the development, implementation, testing, and periodic review of emergency response plans (ERPs) and procedures; participate in emergency drills and exercises; and support the identification of improvement actions. Ensure deployed teams have appropriate first-aid coverage and that first-aid kits and AEDs are inspected, maintained, and fit for purposes. Management Systems Support Support the implementation, maintenance, and continual improvement of HSE management systems in alignment with the principles of ISO 45001 and ISO 14001, including document control, the development and updating of procedures, and effective HSE records management. Communication, Liaison, and Coordination Maintain clear and effective communication with all levels of staff, contractors, and stakeholders, and represent the HSE function professionally during audits, inspections, site visits, and stakeholder engagements. Travel and Field Support Required to travel to remote project locations, including travel by land, sea, and air, as necessary to support HSE inspections, audits, and operational activities. Professional Conduct Handle sensitive and confidential information with discretion and professionalism and actively promote a positive safety and environmental protection culture.
Carry out any other HSE-related duties assigned by the HSE Manager in support of safe, compliant, and efficient operations.
