To ensure high standards of Health, Safety, and Environment (HSE) performance during offshore project execution by providing leadership, supervision, and proactive intervention on site. The role serves as the HSE reference point for the offshore project location and is responsible for monitoring compliance, promoting safety culture, and driving continuous improvement in HSE practices.
Act as the on-site HSE focal point and ensure full adherence to project HSE policies, procedures, and culture.
Supervise and verify implementation of HSE contractual requirements by contractors, especially those outlined in the CONTRACT Exhibit L.
Be consistently visible on site (“walk the talk”) and actively engage with teams to promote safety-first behavior.
Intervene and report immediately when HSE non-compliance or deficiencies are identified.
Participate in all project-related HSE meetings, inspections, and training sessions as required.
Coordinate closely with the offshore construction, commissioning, and operations teams to support safe execution of activities.
Attend the daily HSE Supervisors Briefing.
Join toolbox talks (TBT) in assigned areas of responsibility.
In Greenfield areas: act as the Area Authority as per project PTW (Permit to Work) procedures and ensure ongoing compliance.
In Brownfield areas: ensure adequate HSE coverage and validate PTW documentation, including Job Safety Analysis (JSA).
Perform pre-shift gas testing as an Authorized Gas Tester (AGT).
Collaborate with operations, facilities, and discipline supervisors to address any HSE concerns.
Submit daily HSE observations and action reports to the HSE Superintendent before the evening coordination meeting.
Mentor and monitor the performance of contractor HSE Officers.
Validate the effectiveness of rescue and emergency plans and participate in drills.
Ensure relevant and updated HSE communications are posted across the worksite.
Conduct scheduled inspections in line with the HSE Calendar.
Execute any delegated tasks from the HSE Superintendent (e.g., hygiene inspections on JUB, spot checks of induction processes).
Participate in contractor HSE review meetings (e.g., Observation Registers, Action Tracking Reviews) when required.
Minimum 15 years of verifiable experience in a similar HSE supervisory position in offshore oil and gas environments.
Strong background in offshore construction and commissioning activities.
Fluent in English (written and spoken).
Proven experience in offshore SIMOPS (Simultaneous Operations) environments.
Certified HSE training and qualifications, including:
OPITO H2S
T-BOSIET
Authorized Gas Tester (AGT)
Offshore Emergency Response Team Member (OERTM)
NEBOSH International General Certificate (or equivalent recognized certification)
