Overview
The Railway Safety & Regulation Manager plays a critical role in ensuring the safe, compliant, and efficient operation of the metro system during its Operations & Maintenance (O&M) phase. This senior-level position requires strong technical expertise in railway safety, regulatory frameworks, and certification processes, particularly within driverless or automated metro systems. The role involves overseeing safety management systems, ensuring adherence to Transport General Authority (TGA) requirements, and facilitating the development and implementation of operational regulations. The ideal candidate will act as a key liaison between contractors, regulatory bodies, and stakeholders to maintain the highest safety and compliance standards across the metro network.
Your role
- Oversee and review O&M Contractors’ Safety Management System (SMS) and Operating Safety Case
- Ensure preparation and submission of safety documentation complies with contractual obligations and TGA requirements
- Lead and support railway safety certification processes, especially for new or driverless metro systems
- Coordinate development of local laws (by-laws) related to metro operations, including:
- Railway protection regulations
- Trespass prevention
- Control of unsafe acts
- Fare evasion policies
- Vandalism and theft prevention measures
- Ensure alignment of regulations with operational needs and legal frameworks
- Submit draft regulations for approval to the Employer when required
- Monitor compliance with safety standards, regulations, and contractual requirements
- Liaise with government authorities, regulatory bodies, and internal stakeholders
- Provide expert guidance on safety, risk management, and regulatory matters
- Conduct audits, reviews, and risk assessments to ensure continuous safety improvement
- Maintain clear documentation and reporting on safety and regulatory compliance
- Present safety strategies, compliance updates, and risks to senior management and stakeholders
About you
- Bachelor’s degree in Engineering (Mechanical, Electrical, Civil, or related field)
- Minimum 10 years of experience in railway safety, regulation, or O&M environment
- Proven experience in railway safety certification, preferably in driverless/automated metro systems
- Strong knowledge of safety management systems (SMS) and operating safety cases
- In-depth understanding of regulatory compliance and government frameworks (e.g., TGA or equivalent)
- Experience in drafting and implementing railway operational regulations and by-laws
- Strong stakeholder management and government liaison experience
- Excellent analytical, problem-solving, and risk assessment skills
- Strong communication, presentation, and documentation abilities
- Ability to manage multiple stakeholders and complex regulatory requirements
