Senior Health and Safety Manager (roads, highways, utilities)

The project:

This is an opportunity to work on one of the largest programmes in Saudi Arabia. This unique project consists of major mixed-use development including sports facilities, entertainment, and arts along with all associated infrastructure.

Mace is one of the delivery partners requiring high-calibre and experienced professionals to lead integrated teams throughout each phase of the project.

You’ll be responsible for:

• Act as the lead HSE representative within the Delivery Partner team across project work packages.

• Monitor, coordinate, and support health, safety, and wellbeing performance across roads, highways, and utilities construction activities.

• Support the transition from design into construction by ensuring HSE requirements are embedded within pre-construction planning and effectively implemented on site.

• Identify and manage health and safety risks associated with infrastructure works, including interfaces, sequencing, and high-risk activities.

• Provide oversight of Contractor and subcontractor HSE performance, ensuring compliance with project standards and safe working practices.

• Promote a proactive, risk-based approach to safety and support continuous improvement in HSE culture and behaviours.

• Provide weekly and monthly HSE reports to project leadership.

• Work collaboratively with project stakeholders to address safety concerns, resolve issues, and improve overall delivery performance.

• Operate in a monitoring and assurance capacity, providing recommendations and support without relieving the Contractor of their contractual responsibilities.

• Challenge unsafe behaviours and support Contractors in improving safety performance and culture.

You’ll need to have:

• Degree qualified in HSE, Engineering, Construction, or related discipline.

• Professional HSE qualification (NEBOSH, IOSH, or equivalent).

• Minimum 10 years’ experience in HSE roles on major infrastructure projects.

• Proven experience on, Roads, highways, and utilities projects

• Proven experience on Design and build environments

• Multi-package construction delivery

• Experience within delivery partner / PMC environments preferred.

• Necessary visa criteria for the Kingdom of Saudi Arabia and have relevant work experience working on high valued projects/programmes for a project management consultancy business, which are required for immigration and client approval.
