Description

To lead, coordinate, and implement Health, Safety, and Environmental (HSE) strategies, systems, and programs in line with Client HSE requirements, applicable national regulations, and international best practices to ensure safe and compliant operations across all project phases.

Preferable have existing client approval for similar position.



Responsibilities
HSE Leadership & Compliance

Ensure full compliance with Client HSE Standards, applicable federal & local regulations, and contractual HSE obligations.

Lead implementation of Life Saving Rules and enforce compliance across operations.

Drive HSE awareness and culture through leadership visibility and workforce engagement.

Risk Management

Lead hazard identification (HAZID), risk assessments, and development of control measures.

Approve and oversee Job Safety Analyses (JSA) and Permit-to-Work (PTW) processes.

Ensure risk management processes are integrated into planning, execution, and change management.

Incident Management

Lead investigation of all incidents, near misses, and non-conformances in line with Client incident reporting procedures.

Ensure timely submission of reports to Client and follow-up on corrective/preventive actions.

HSE Systems & Assurance

Lead and implement, and maintain the HSE Management System (HSEMS) aligned with Client requirements.

Plan and conduct HSE audits, inspections, and compliance checks.

Maintain HSE performance data, KPIs, and prepare reports for management and the Client.

Emergency Preparedness

Implement and maintain emergency response plans, ensuring alignment with Client emergency arrangements.

Coordinate emergency drills and ensure readiness of response teams.

Training & Competence

Implement HSE training  and ensure competence of workforce as per Client standards.

Deliver inductions and refresher training for employees and contractors.

Environmental Management

Ensure environmental compliance with Client Environmental Standards, waste management, and pollution prevention requirements.

Oversee environmental monitoring and reporting.



Qualifications

Bachelor’s degree in Engineering, Environmental Science, or equivalent discipline.

Minimum 8–10 years’ HSE experience in the oil & gas industry, with at least 5 years in offshore operations.

NEBOSH IGC / Diploma or equivalent recognized HSE qualification.

ISO 45001 & ISO 14001 Lead Auditor Training

Accident Investigation Training

Offshore Medical Fitness Certificate

Have active membership to Internationally recognize HSE organizations (IOSH, CSP, etc.)

In-depth knowledge of Client HSE requirements, applicable legislation, and international codes (ISO 45001, ISO 14001).

Proven experience in incident investigation, risk assessment, and HSEMS implementation.

Skills & Competencies

Strong leadership, communication, and influencing skills.

Ability to manage multiple priorities and work under pressure.

Skilled in data analysis, report writing, and presentation.

High level of integrity, safety commitment, and problem-solving ability.

Client-Specific Requirements

Demonstrated application of Life Saving Rules.

Competency in Client PTW, SIMOPS, and HSE risk management processes.

Familiarity with Client HSE performance monitoring, audit protocols, and assurance programs.

Ability to coordinate with Client marine safety requirements when applicable.
