1. Health, Safety, and Environment Management:
- Develop, implement, and maintain HSSE policies and procedures in compliance with regulatory requirements, PPAs, and ISO standards (e.g., ISO 45001, ISO 14001).
- Conduct risk assessments and safety audits regularly to identify hazards, ensuring the plant operates within a safe and secure environment.
2. Training and Awareness:
- Organize and conduct HSSE training programs for all employees & contractors to enhance safety awareness and knowledge of emergency response protocols.
- Develop educational materials and communicate HSSE policies to ensure understanding and compliance.
3. Incident Investigation and Reporting:
- Lead the investigation of incidents, near misses, and accidents, documenting findings and recommending corrective actions.
- Prepare detailed reports on incidents and generate analyses to prevent recurrence; maintain a comprehensive incident reporting system.
4. Regulatory Compliance:
- Ensure compliance with local and international health, safety, environmental regulations, and industry standards relevant to power generation.
- Liaise with regulatory bodies and prepare necessary documentation for permits and compliance audits.
5. Emergency Preparedness:
- Develop, implement, and regularly update the plant’s emergency response plan, ensuring all personnel are trained and drills are conducted.
- Coordinate emergency response teams and ensure suitable PPE and safety equipment are available and maintained.
6. Monitoring and Reporting:
- Monitor HSSE performance metrics and prepare regular reports to management detailing compliance status, incidents, and improvement initiatives.
- Participate in HSSE audits and inspections, addressing any identified issues in a timely manner.
7. Collaboration and Communication:
- Collaborate with various departments, including operations, maintenance, and engineering, to ensure that HSSE considerations are integrated into all aspects of the plant's operations.
- Foster a culture of safety through effective communication and collaboration with management, employees, and contractors.
8. Continuous Improvement:
- Identify opportunities for continuous improvement in HSSE practices and suggest improvements for processes, systems, and culture.
- Stay updated on industry best practices and advancements in HSSE technologies.
- Education: Bachelor’s degree in environmental science, Occupational Safety, Engineering, or a related field.
- Experience: Minimum of 5 years of experience in HSSE roles within the power generation or industrial sector, preferably in combined cycle plants.
- Certifications: NEBOSH, IOSH, or equivalent safety certification is preferred; ISO 45001 and ISO 14001 internal auditor certifications are an advantage.
- **Skills:**
- Strong understanding of health, safety, and environmental regulations and ISO standards.
- Excellent communication, interpersonal, and leadership skills.
- Analytical and problem-solving abilities.
- Proficient in MS Office and HSSE management software.
### **Additional Requirements:**
- Must be willing to work in onsite environments and conduct regular site inspections.
- Ability to work in a multicultural environment and communicate effectively across various levels of an organization.
- Fluent in English; proficiency in Arabic would be an asset.
