About the Role

As QHSE Lead within Tate, you are responsible for developing, implementing, and maintaining Quality, Health, Safety, and Environmental (QHSE) management systems across all Middle East operations and projects, linking back into group compliance. The role ensures compliance with local legislation, client requirements, company standards, and international best practices while promoting a proactive culture of safety, quality, and continuous improvement.

This role is based out of our office in Dubai, UAE, with responsibility for Tate installations across data centres within the Middle East. While most activities are Dubai-based, site based travel will be required for client meetings and site visits.

The QHSE Lead will work closely with project teams, clients, subcontractors, and senior leadership to drive operational excellence, reduce risk, and ensure projects are delivered safely, sustainably, and to the highest quality standards.

We are seeking an experienced and proactive QHSE Lead to develop and lead the operational function across our organisation in the Middle east. As a business operating as both a manufacturer and installation contractor, this role is critical in ensuring seamless integration between design, manufacturing, supply chain, and on-site delivery activities for all QHSE related tasks.

The successful candidate will be responsible for reviewing existing processes, implementing robust structures and standard operating procedures (SOPs), and aligning planning outputs across both factory operations and project execution.

Key Responsibilities

Health & Safety

•       Lead the implementation and continual improvement of the company's Health & Safety Management System.

•       Ensure compliance with applicable Middle Eastern health and safety regulations and client specific requirements.

•       Conduct regular site inspections, audits, and behavioural safety observations.

•       Monitor project safety performance through KPI tracking and reporting.

•       Lead incident investigations, root cause analysis, and corrective action management.

•       Support project teams in developing risk assessments, method statements, and permit-towork systems.

•       Deliver safety leadership initiatives and promote a positive safety culture throughout the organisation.

•       Coordinate emergency response planning and crisis management procedures.

Quality Management

•       Maintain and develop the Quality Management System in accordance with ISO 9001 requirements.

•       Ensure quality plans, inspection and test plans (ITPs), and project-specific quality procedures are effectively implemented.

•       Monitor quality performance metrics and non-conformance trends.

•       Oversee internal audits and support external certification audits.

•       Drive corrective and preventive action programmes to improve project delivery and customer satisfaction.

•       Ensure lessons learned are captured and shared across projects.

Environmental Management

•       Manage environmental compliance in accordance with ISO 14001 and local regulations.

•       Support project teams in implementing environmental management plans.

•       Monitor environmental performance and sustainability objectives.

•       Ensure appropriate waste management, pollution prevention, and environmental protection measures are maintained.

•       Promote sustainability initiatives and carbon reduction strategies across operations.

Leadership & Governance

•       Provide leadership and professional guidance to site-based QHSE personnel.

•       Develop and deliver QHSE training programmes and competency development plans.

•       Prepare regional QHSE reports for senior management and clients.

•       Lead management reviews and contribute to strategic business planning.

•       Support tender submissions by providing QHSE documentation and project-specific strategies.

•       Represent the company during client meetings, audits, inspections, and regulatory visits.

•       Build strong relationships with clients, supply chain partners, and regulatory authorities.

Compliance & Management Systems

•       Ensure compliance with: 

o   ISO 9001 – Quality Management Systems o       ISO 14001 – Environmental Management Systems o      ISO 45001 – Occupational Health & Safety Management Systems

•       Manage internal and external audit programmes.

•       Maintain QHSE registers, policies, procedures, and records.

•       Monitor legal and regulatory changes across the Middle East region and ensure business compliance.

Qualifications, Experience & Skills

Key Responsibilities 

•       Lead implementation of HSE management systems and ISO standards. 

•       Conduct audits, inspections and investigations. 

•       Manage quality plans, ITPs and non-conformance processes. 

•       Oversee environmental compliance and sustainability initiatives. 

•       Provide leadership to QHSE personnel and deliver training. 

•       Support tenders, client audits and regulatory inspections. 

Experience

•       Proven experience as a QHSE Lead within: 

o Construction, data centres, or modular/offsite manufacturing environments

•       Bachelor degree in relevant discipline. 

•       NEBOSH Diploma or equivalent. 

•       Lead Auditor qualification. 

•       8–10 years QHSE experience. 

Technical Skills
