One of our International Oilfield Services client is seeking a HSE Officer to be based in Dammam, Saudi.

Job Overview: To ensure full compliance with Saudi Aramco HSE standards, local regulations, and company policies during fracturing, well testing, and other rigless well intervention operations, while promoting a strong safety culture and preventing incidents, injuries, and environmental harm.

Key Responsibilities:

  • Implement and enforce Saudi Aramco HSE Management System (HSEMS) requirements during fracturing, well testing, coil tubing, nitrogen pumping, acidizing, and other rigless operations.
  • Conduct daily site HSE inspections, audits, and safety walkthroughs.
  • Monitor high-risk activities such as pressure testing, high-pressure pumping, well flowback, chemical handling, and confined space entry.
  • Lead and participate in Job Safety Analysis (JSA), Risk Assessments, and SIMOPS reviews.
  • Verify that all permits (PTW), isolations, and barriers are correctly implemented before job execution.
  • Identify unsafe acts/conditions and stop work when necessary under Stop Work Authority (SWA).
  • Report, investigate, and document incidents, near misses, and unsafe conditions in line with Aramco reporting requirements.
  • Conduct root cause analysis (RCA) and track corrective and preventive actions to closure.
  • Prepare incident reports and HSE performance summaries.
  • Deliver HSE inductions, toolbox talks, and safety briefings to crew members and subcontractors.
  • Promote safety leadership and behavioral safety programs on site.
  • Verify personnel certifications and HSE training compliance (e.g., H2S, PTW, First Aid).
  • Ensure proper handling, storage, and disposal of chemicals, fracturing fluids, flowback fluids, and waste.
  • Monitor spill prevention, waste management, and environmental controls in compliance with Aramco and Saudi regulations.
  • Lead spill response drills and environmental awareness programs.
  • Maintain HSE records, inspection checklists, permits, and training logs.
  • Prepare daily HSE reports, weekly statistics, and monthly KPI dashboards for management and Aramco representatives.
  • Support Aramco audits and client inspections.

Qualifications:

  • Diploma or Bachelors degree in Occupational Health & Safety, Engineering, Environmental Science, or related field.
  • Minimum 5 years of HSE experience in oil & gas operations.
  • Proven experience of 3 years with Saudi Aramco Fracturing, Well Testing, and Rigless Operations is mandatory.
  • Strong understanding of pressure pumping, well control basics, and well intervention hazards.
  • Strong knowledge of Saudi Aramco HSE standards and procedures.
  • Excellent hazard identification and risk assessment skills.
  • Strong incident investigation and reporting skills.
  • Ability to work under pressure in remote field locations.
  • Prior experience working directly with Aramco is highly preferred.
