Education – Qualifications, Accreditation, Training\:
- Bachelors Degree in engineering discipline (mechanical, welding, material, process etc.)
Industry Specific Experience:
- Must have experience in HSE discipline of projects in operating plants.
- Personnel shall have the specified minimum project experience in process plants, mainly Oil & Gas or petrochemicals, and shall be knowledgeable of the applicable Engineering codes and standards.
- Minimum 7 years’ experience in Brown Field Oil and Gas Project Delivery as an HSE Engineer.
- Experience with interfacing with other disciplines, i.e. electrical, process, rotating mechanical, civil, static mechanical and technical.

Responsibilities:
Primary Responsibilities:
- Participate in daily planning meetings involving implementation contractors to ensure effective implementation of project HSE requirements.
- Demonstrate leadership and commitment to the achievement of HSE objectives and to the success of all Contract / Project HSE initiatives.
- Maintain knowledge of current governing regulations, codes and practices and inform the HSE Lead whenever revisions to the HSE Plan are required.
- Report all instances of HSE non-compliance, including unsafe act(s) / condition(s) and incidents, including near misses.
- Assist Worley and subcontractor supervisors in identifying hazards and in planning and organising tasks such that a safe working environment is maintained.
- Ensure contractors are clear on project HSE expectations and requirements and ensure HSE roles, responsibilities, objectives and targets are agreed and understood by all parties.
- Make recommendations and offer advice and liaise with personnel on a continuing basis regarding HSE.
- Facilitate implementation of HSE processes and tools by actively visiting work areas dividing time between field (80%) and office (20%) locations to assess the HSE risk and effectiveness of HSE systems in place; including regular HSE Observations, HSE talks, HSE audits/ assessments, training sessions, implementation of HSE measures, promotion of safe work practices and ensuring interest & awareness of HSE is maintained at all levels.
- Lead HSE matters by example and influence all levels management within the operation in relation to safety performance and feed back to management.
- Assist in accident investigation process and report accordingly.
- In conjunction with the HSE Lead/Manager, ensure that all electrical and plant equipment is inspected and tagged to comply with the relevant Code of Practice and Standards with records kept.
- In conjunction with the HSE Lead/Manager, ensure that records are kept on site of all hazardous substances via Material Safety Data Sheets (MSDS).
- Monitor the availability and use of safety apparel and equipment.
- Keep safety records / documentation of incidents / injuries on the site. Compile reports to the project manager, safety skills updates and injury data.
- Assume hands-on management and implementation of all relevant HSE systems, standards and processes.
- Assist compliance with the relevant Occupational Health, Safety and Environmental Legislation and where applicable customer HSE requirements.
Project Deliverables:
- Ensure the implementation of all HSE Plan requirements across the portfolio of projects.
- Engage, influence and motivate project personnel, customer and contractors as required to ensure alignment, commitment and effective implementation of HSE Management Plan.
- Develop and implement safety initiatives to continually improve, achieve and maintain stated safety performance and objectives.
- Monitor activities to ensure that the primary objective is being met and if not ensure corrective action takes place.
- Monitor compliance with all relevant legislative requirements including passage of information regarding amendments/ additions to requirements as they come into effect.
- Role-model a commitment to personal well-being and a pro-active approach to continuously improving health, safety and environmental performance.
Site Support:
- Provide leadership and advice on HSE matters to implementation contractor personnel working at the site.
- Review implementation contractor Job Hazard Assessments (JHA), work permits applications, complimentary certificates and verify implementation of requirements at the job site.
- Ensure site HSE inspection and audit programs are implemented.
