We are seeking a QHSE Superintendent with extensive oil and gas industry experience for our client in Kuwait.
Position Overview: The QHSE Superintendent is responsible for leading the implementation of Quality, Health, Safety, and Environmental programs across the deep drilling land rig operations.
Key Responsibilities:
Health & Safety:
- Lead implementation of the company's HSE Management System at drilling rig sites.
- Ensure compliance with applicable regulations, client HSE requirements, and company procedures.
- Conduct regular rig inspections, audits, and management site visits.
- Facilitate Job Safety Analysis (JSA), Toolbox Talks, and Permit to Work (PTW) compliance.
- Monitor critical lifting operations, confined space entry, work at height, hot work, and pressure testing activities.
- Support well control safety initiatives and verify emergency preparedness.
- Participate in pre-spud, rig-up, rig-down, and rig move safety reviews.
- Monitor contractor HSE performance and ensure compliance with contractual requirements.
- Promote proactive hazard identification and risk management.
Incident Management:
- Lead or participate in incident investigations using recognized methodologies (e.g., ICAM, TapRooT, or 5-Why).
- Identify root causes and corrective actions.
- Track closure of corrective and preventive actions.
- Analyze incident trends and recommend improvements.
- Prepare incident reports for management and clients.
Environmental Management:
- Ensure compliance with environmental regulations and permit conditions.
- Monitor waste management, spill prevention, and pollution control programs.
- Oversee hazardous waste handling and disposal.
- Conduct environmental inspections and audits.
- Lead spill response preparedness and environmental emergency drills.
Quality Management:
- Maintain compliance with Quality Management System requirements.
- Support implementation of ISO 9001 standards.
- Monitor quality objectives and KPIs.
- Participate in internal and external quality audits.
- Verify compliance with drilling procedures, inspection plans, and client specifications.
Compliance & Auditing:
- Plan and conduct internal QHSE audits.
- Support client audits and third-party certification audits.
- Monitor implementation of corrective actions.
- Maintain legal compliance registers.
- Ensure documentation is current and controlled.
Training & Competency:
- Deliver HSE inductions for employees and contractors.
- Develop annual training plans.
- Conduct emergency response drills.
- Verify competency requirements for high-risk activities.
- Coach supervisors in hazard recognition and risk assessment.
Emergency Preparedness:
- Maintain Emergency Response Plans.
- Coordinate emergency drills.
- Ensure availability and inspection of emergency equipment.
- Participate in emergency response during incidents.
Reporting:
- Prepare daily, weekly, and monthly QHSE reports.
- Monitor leading and lagging performance indicators.
- Report safety statistics to management and clients.
- Develop dashboards for management review.
Leadership:
- Promote a positive safety culture.
- Mentor site HSE Advisors and Officers.
- Support operations in achieving Zero Harm objectives.
- Participate in management meetings and safety leadership tours.
Required Qualifications:
- Bachelor's degree in Engineering, Occupational Health & Safety, Environmental Science, or a related discipline.
- Experience of 8+ years of QHSE experience in oil and gas drilling operations with minimum of 5 years in deep drilling land rig operations.
- Familiarity with 3000HP land rigs and HPHT (High Pressure High Temperature) drilling operations is a plus.
- Strong knowledge of international HSE standards and management systems.
- All relevant certifications such as NEBOSH, IOSH, or equivalent are required.
- Candidates from Canada, United States, Europe, Eastern Europe, Australia, China are preferred.
