Job Summary
The HSSE Engineer is a key member of the supervision services team. He reviews contractors’ HSSE plans and ensures their adherence to local regulations and client requirements. He conducts regular audits and inspections to ensure the adherence of contractors and subcontractors to approved HSSE plans to protect labor and property on site. The jobholder assist in the preparation of periodic HSSE performance reports, highlighting key HSSE non-conformances and proposed corrective action plans in coordination with the contractors’ HSSE teams.
Key Responsibilities (Financial)
- Ensure responsibilities are fulfilled with a high quality and in a cost-effective manner
Key Responsibilities (Customer Focus)
- Liaise with the Quality & HSSE Section for the development of construction HSSE plans, as needed
- Conduct HSSE training and awareness sessions for supervision staff on site, as needed
- Support Project Managers with managing client relations and expectations, as needed
- Ensure client satisfaction with HSSE measures on site
Key Responsibilities (Internal Business Process)
- Review and comment on the contractors’ HSSE plans and ensure compliance of plans with local codes and regulations
- Review and comment on the risk assessment and analysis
- chapter in the Contractor’s method statement submittals
- Implement HSSE policies and procedures on site, in coordination with the contractor and his HSSE representative
- Conduct HSSE audits on site in accordance with corporate policies and procedures
- Ensure that all site safety instructions are carried out before the start of new work and on the arrival of new staff
- Monitor HSE activities and practices on site and record all
- safety defects relating to safety working practices in the area where the work is being carried out.
- Assist in the preparation of periodic HSSE performance reports, highlighting HSSE issues on site and recommending HSSE initiatives and mitigation measures to address non-compliance patterns
- Carry out accident and incident investigations on site
- Provide input to the Planning Engineer for the development of project progress reports, as needed
- Cooperate with HSSE audits conducted by the Quality & HSSE Section on the project site, as per corporate policies and procedures
- Set up and maintain a comprehensive filing system and
- maintain records of all HSE meetings, safety inspections, the HSE section of the monthly report, and other safety related matters
- Implement corporate policies and procedures

Qualification, Technical Skills and Competencies
- Bachelor’s Degree in Engineering
- Certification in HSSE is preferred
- Knowledge of construction supervision services and HSSE best practices
- Understanding of local HSSE regulations
- Good attention to detail
- Good communication and presentation skills
- Good interpersonal skills
- Proficiency in spoken and written English and Arabic
Overall Experience Required to Execute this Role
- 3+ years of experience with a regional / multinational engineering firm in an HSSE function
Specific Experience Required to Execute this Role
- Experience within an HSSE function on construction / construction supervision projects
- Experience with HSSE audit activities
- Experience within the Middle East
