To provide QHSES management support and governance to Al Qana & Anchors, as well as supervise, monitor and evaluate the performance of service providers on Al Qana (e.g. Mayar etc)

Duties and responsibilities
- Manage QHSES regulatory and legal compliance requirements (e.g. OSHAD FR, EAD, ADM, etc)
- Manage & maintain regulatory and professional memberships and registrations (e.g. OSHADs SRA etc)
- Manage & maintain legislative NOCs and permits related to QHSES (e.g. from EAD, ADM, etc)
- Manage QHSES legal register;
- Manage QHSES management system deliverables, process and operational controls;
- Manage QHSES team, subordinates, and their routine and non-routine activities and duty schedules;
- Manage QHSES resources and look-ahead planning;
- Manage the QHSES Risk Management Process;
- Manage QHSES training & competencies requirements (in-house and/or 3rd party);
- Manage QHSES inspections and compliance monitoring programmes;
- Manage QHSES audits, certifications and accreditation programmes (internal, external, 3rd party);
- Manage QHSES meetings inputs and outputs (with internal, external or 3rd party participation);
- Manage QHSE communication & consultation (internal & external);
- Manage QHSES incidents investigations, root cause analysis, corrective actions and lessons learnt;
- Manage QHSES disciplinary actions procedures & QHSES incentives schemes;
- Manage emergency preparedness & response programmes;
- Manage fire safety inspection & governance programmes;
- Manage first aid and medical/health coverage requirements;
- Manage liaison with and support to HR & Administration in pre and post-employment medical screening programme;
- Manage liaising with local authorities on relevant trainings & drills (e.g. civil defense, Jahizya trainings etc)
- Manage equipment calibration, testing and verification (internal and external/3rd party);
- Manage public health programmes (e.g. waste management, pest control, sanitization etc)
- Manage the QHSES selection & control of subcontractors/suppliers/vendors;
- Manage QHSES reports and recordkeeping, dashboards and ERPs;
- Manage QHSES KPIs and SLAs; including benchmarking and continual improvement programmes and plans;
- Manage liaison with and support to Supply Chain in QHSES aspects of procurement process;
- Manage and enforce PPE standards across the board;
- Manage QHSES procurement needs;
- Manage sustainability/CSR programmes (stakeholders mapping, community engagement, carbon footprint reduction programmes etc);
- Manage Estidama compliance programmes where and as applicable;
- Support in business continuity plan where and as applicable;
- Research & development within scope of work where and as applicable;
- Stop work in case of unsafe act/condition, allow work to resume only after adequate rectifications;
- Other duties and responsibilities when requested by HOD QHSES, and/or GMs of Al Qana and Anchors;
Accountabilities
- Report deviations and non-compliances to GMs of Al Qana & Anchors, and advise on the course of actions to be taken;
- Escalate to HOD QHSES if the deviations and non-compliances are not resolved in timely manner;
- Obtain the approval of HOD QHSES before any changes, modifications or exceptions to the QHSES-MS;
- Business unit QHSES budget proposals and cost control follow-up (with HOD QHSES and GMs of Al Qana & Anchors);
- Enforcing Legal & regulatory compliance, and advising HOD QHSES and GMs of Al Qana & Anchors on major non-compliance;
- Demonstrate continual improvements via visible measures and performance monitoring tools (e.g. Strategic QHSES KPIs etc);
